Certificates Don't Change Behavior. Standards Do.

Walk into any enterprise L&D review and you'll see the same dashboard: completion rates, seat utilization, hours logged. What you will almost never see is evidence that anyone behaves differently on Monday because of what they watched on Friday. Completion is easy to measure and nearly meaningless.

The GPS Standard inverts the model. Certification isn't granted for finishing content — it's earned by demonstrating performance against defined principles, with milestones a manager can observe and an organization can audit. That single design decision changes everything downstream: what gets built, what gets measured, and what leaders actually pay attention to.

The practical consequence for buyers: if your training vendor's best metric is completion, you are buying compliance theater. Ask instead — what does this program require someone to demonstrate? If the answer is 'a quiz score,' keep looking.
